How do you "spy" on a cell phone or track it's GPS anonymously?

I have a cell phone I bought and am paying for, but am going to be letting a friend use.
Unfortunately he has a bad habit of "losing" his cell phones, and this is a brand new and rather expensive Samsung Vibrant Smartphone.
I am also in charge of being held accountable for him, so I really need to monitor his activity to be sure he isn't getting into anything illegal or could jeopardize his probation.

Does anyone recommend any cell phone spy software that I can install on the phone before passing it off?
I'd like to monitor phone calls in and out, text messages in and out, and I've heard of being able to access the camera and microphone at anytime, and to be able to do it anonymously.
As I said before I own the phone and the services, and need to monitor him for his and my own protection.
