Downloading or installing a keylogger? Also some info regarding administrative privel

Can you install a keylogger without having administrative privledges? I know you can get some keyloggers going onto certain websites but are they blocked on computers when your not logged on as the administrator? assuming the right security settings. Could it just be going to a link and then having you other computer set up on the other end? how advanced of a keylogger could this be?

I ask because I didn't have my password protected on a few user accounts, and I only saw hotmail vists on the history.

If you use a guest account, you even dont have the limits of authority to install any software.
